SB 5081: Places the burden of proof on the agency in any dispute involving an enforcement action undertaken by the agency. 

When conflicts arise with a state agency, people are at a disadvantage to push back when they feel they are correct. State agencies have more resources and it may be cheaper to pay your fine rather than spend money to fight in court. Having the burden of proof on the agency will mean that agencies need to carefully vet their violations. While most regulatory agencies do good work, all it takes is one person to cause overzealous enforcement. It can be very expensive to prove a negative. This approach is fair and reasonable, and Labor and Industries should be added to the bill.

SB 5434: Concerning elections and voter confidence. 

Voters need additional assurance that only one ballot per voter will be accepted by local elections officials, even if more than one ballot is returned for a voter. To meet eligibility requirements to vote, including when a person is provided an opportunity to register to vote through obtaining a driver's license or identical with the department of licensing, a person must submit a signed attestation that they are a United States citizen on their voter registration form.

SB 5435: Permitting holders of disabled American veteran license plates and holders of Purple Heart license plates to utilize parking spaces reserved for persons with physical disabilities.
