GA Election Board Investigators Praise Powerful Free Platform for Accurate Voter Rolls
The ELLY Elector List™ Voter Roll Clean-up Program recently survived thorough scrutiny and investigation by the Georgia State Election Board (SEB). Investigators Larry Duckworth, MBA, LPI, Senior GA SEB Licensed Investigator, and Jason Frazier, MBA, MSF, SEB Investigator, presented the results of their six-week investigation and extensive review at the Aug 19, 2026, GA State Election Board meeting, describing the tool as far exceeding expectations…
Duckworth, who has owned multiple software companies, said, “I was a skeptic; I am no longer a skeptic.” Frazier said, “It’s a fantastic tool...a fantastic program.”
Georgia SEB Executive Director James Mills said: “It was recommended for election directors and election workers who want to use it and look at it. We encourage you to use it.”
The investigators presented the WHY, HOW, and WHAT, including highlighting ELLY's ability to quickly help find and remedy issues such as registered voters in multiple states, at business addresses, or on vacant lots.
Findings include nearly 100,000 individuals who had moved out of GA yet remained registered there and were listed as active in their new state (duplicate registrations). 40,427 of those voters registered in the new state voted in their new state while still being on the voter roll in GA.
Other problems included nearly 43,000 deceased people on the rolls, over 2,500 non-citizens on the rolls, almost half of GA counties having more people registered to vote than the citizen voting-age population, and more than 10,000 duplicate registrations (people registered to vote more than once) in one GA county alone.
The ELLY free platform consolidates public records into an online, accessible dashboard, turning what previously took hours or days of manual work into a much faster, more streamlined, and more manageable process that identifies issues and, over time, helps election workers clean and maintain more accurate voter rolls.
ELLY works by aggregating publicly available data to support list maintenance without altering records or making decisions on its own. It draws on government sources including USPS National Change of Address (NCOA) and address validation records, property tax and classification data, obituaries and death notices, mapping and property databases, and cross-matching for out-of-county or out-of-state registrations.
This creates a clear dashboard that flags potential discrepancies—such as invalid or commercial addresses, undeliverable locations, permanent moves, or non-residential properties—for review by election officials or trained volunteers. Decisions remain with local auditors, clerks, and boards under applicable federal and state laws, like the National Voter Registration Act (NVRA).
The program currently covers voter rolls in approximately 45 states plus WA D.C., and is offered at no cost. This makes ELLY a valuable resource for states and county auditors, clerks, and elections workers seeking efficient, cost-effective ways to maintain accurate voter rolls. Resource-strapped offices gain a practical supplement that supports compliance and builds public confidence by managing on an exception basis, rather than through exhaustive manual searches.
