Eliminate Republican Primary/Adopt State Caucus/Convention Only

WHEREAS the Washington State Republican Primary election leads to both larger numbers of uninformed and non-conservative voters weakening The State Republican Party; and

WHEREAS a primary binds constitutional conservatives to vote for a candidate who may not be constitutionally conservative; and

WHEREAS a primary does not allow constitutional conservatives to make a case to their fellow republicans for the most constitutional candidate; and

WHEREAS the tax payers are forced to fund the expense of the mailing and counting of the ballots;

  

THEREFORE BE IT RESOLVED We, The Skagit County Republican Party, calls upon the Washington State Republican Central Committee to abolish the State Primary and adopt a state caucus/convention procedure only.

Stopping the Assault on Property Rights

Whereas, legislatures, agencies and courts at all levels are imposing unreasonable and subjective rules and procedures on our property rights, which are guaranteed by federal and state constitutions; 

Whereas, these action by big government oriented officials are usually aided and abetted by special interest groups, often led by extremists who call themselves environmentalists;

Whereas, the collective efforts of this anti-free enterprise coalition are costing our county, state and entire country billions in lost income and tax revenue, as well as economic opportunities for citizens and business;

Whereas, rules on land and water use must be reasonable, clear and concise, not in conflict with each other, and actually accomplish a legitimate public purpose and many components of the present labyrinth of rules do not meet that four part test.

Therefore, be it resolved, the Skagit County Republican Party calls for a strong commitment from all elected officials to achieve effective and timely reform of excessive regulation at all levels and in all branches of government.

Opposing Designation of the Skagit River as a Wild Steelhead Gene Bank

WHEREAS Skagit County Republicans support responsible hatchery management using best available science practices (HSRG standards) as one of many programs addressing survival needs of all threatened species in the Skagit River; and

WHEREAS there are too many variables to reliably conclude the effect of one program in one river ecosystem will have the exact same effect in any other, such that previous hatcheries may or may not have contributed to a decrease or increase in fish returns on the Skagit River; and

WHEREAS the Skagit County Republicans firmly oppose increased regulation due to a technicality caused by deficiencies within another regulatory agency

NOW THEREFORE, BE IT RESOLVED that the Skagit County Republican Party opposed the designation of the Skagit River as a Wild Steelhead Gene Bank.

Defund Planned Parenthood

WHEREAS, Life is a sacred gift from our Creator and is a fundamental right as outlined in the Declaration of Independence; and

WHEREAS, The sanctity of human life should be protected from conception to natural death; and

WHEREAS, Planned Parenthood has sold human body parts from aborted babies; and

WHEREAS, the selling of human body parts is a federal felony (42 USC 274e) and the commercial trafficking of body parts from aborted babies is punishable by up to 10 years in prison/or a fine of up to $500,000 (42 USC 289g-2); and

WHERAS, The state of Washington allocated more than $50 million (state & federal funds) in 2015 to Planned Parenthood; and

WHEREAS, In 2012/2013 Planned Parenthood received more than $10 million dollars per week from tax payer-funded government health services grants; and

WHEREAS, there are 389 Free, Low-Cost or Sliding Scale Clinics, that aren’t associated with Planned Parenthood, in Washington State.

Therefore, be it RESOLVED, the Skagit County Republican Party opposes the use of public funding for abortion services, the selling of aborted baby parts for any purpose and call upon our legislators to defund Planned Parenthood.

Opposing Religious Discrimination Against Businesses that Decline to Perform Activities that Violate Conscience

WHEREAS the First Amendment to the United States Constitution prevents the Federal Government from establishing a religion or PROHIBITING THE FREE EXERCISE THEREOF and

WHEREAS the Constitution of Washington State, Section 11 on religious freedom reads: “Absolute freedom of conscience in all matters of religious sentiment, belief and worship, shall be guaranteed to every individual, and no one shall be molested or disturbed in person or property on account of religion; 

BE IT RESOLVED that the Skagit County Republican party supports prohibition of discrimination by the Federal and State governments and their courts against persons engaged in commerce who decline to do business involving activities that violate conscience per the 2 constitutional citations above.

Preserving Integrity of Right to Vote in Washington State

WHEREAS Washington State does not require in-person voter registration or voting, thus inviting fraudulent activity with costly recounts and dubious results 

WHEREAS Voter ID statutes requiring photo ID at polls are being enacted by numerous other state legislatures 

WHEREAS the Washington State polling place is now the US Postal Service, a bankrupt entity reducing services

WHEREAS prior to the presidential election of 2008 candidate Obama made the statement that we were 5 days away from the "fundamental transformation of the nation" after many Washington State voters had already mailed ballots without any opportunity to question the chilling declaration 

WHEREAS elections were intended to be a snapshot of reflecting the will of the voters at a paticular moment in time rather than over a weeks long evolution

WHEREAS Skagit County's supposed secret ballot envelopes require voter signatures on the outside of the envelope facilitating voter identity theft and election fraud 

And WHEREAS the stated goal of vote by mail was to increase voter participation and that goal has been a failure evidenced by Secretary of State Kim Wyman's early February announcement that Motor Voter automatic registration processes would be accelerated to combat low voter turnout

BE IT RESOLVED that members of the Skagit County Republican Party strongly advocate that Washington State join with other states by returning to in-person neighborhood polling places manned by PCO's from the 2 major parties or their designated surrogates (allowing for absentee balloting in extenuating circumstances) -- Repeal vote by mail!

Calling on Congress to Initiate Process to Terminate Tribal Councils

Whereas the Pt. Elliott Treaty, enacted in 1855 and ratified by Congress in 1859 to concentrate the original 13 affected Indian tribes upon a few reservations and encourage them to cultivate the soil and adopt civilized habits (including but not limited to prohibition of alcohol on reservation lands)

Whereas this treaty required the tribes to acknowledge their dependence on the government of the United states and to pledge themselves to commit no depredation on the property of U.S. citizens

Whereas 20th and 21st century activism on the part of many tribes has resulted in cultivation of their reservations (property of the United States) into casino resorts where abundant alcohol is sold and consumed as well as commercial retail hubs in direct competition with locations (property) of U.S. citizens not dedicated to reservation use

Whereas the Washington State Democrat Party and its candidates (particularly the governors) are in regular receipt of large tribal donations to campaign funds

Whereas Washington State is the only state that does not collect gambling taxes from tribal casinos and

Whereas, specific to Skagit County, the Swinomish Tribe – in direct opposition to the Treaty has been the opposing party in a Washington State Supreme Court decision AGAINST Washington State (and United States) citizens wherein landowners can no longer draw water from exempt wells, turning valuable property worthless

We the members of the Skagit County Republican party resolve that after 155 years, it is time a new treaty be enacted that limits what has become a clever abuse of the Pt. Elliott Treaty and U.S. citizens by Tribal activists and that it is time tribes remove their cloak of victimhood and contribute to this county, state and country on the same playing field as every other U.S. citizen.

Condemning Racism Being Practiced by Swinomish Tribe in Shelter Bay Property Taxation

Whereas in the aftermath of the Great Wolf Lodge property taxation court decision, which exempts buildings on Indian leased land, and upon application of taxation authority recently granted to Indian Tribes by the Washington State Legislature, the Swinomish Tribal Authority has established taxation of the house property in the Shelter Bay Community; and

Whereas based solely on ethnicity, tribal members who own houses in Shelter Bay have been exempted from the Tribal Property Tax; and

Whereas this taxation policy, based on ethnicity of the homeowners is blatantly racist in nature,

Now Therefore Be It Resolved that the Skagit County Republican Party calls upon the Swinomish Indian Chairman and Senate to immediately condemn such Racist Policy, issue an Apology to the Citizens of Skagit County and the Nation, and forswear any future action or policy based solely on race, age, religion, color, sex, or place of origin.

Supporting Initiative to Allow Businesses to Require Patrons to Use Facilties Consistent with Their Biological Sex

Whereas the Washington State Human Rights Commission enacted WAC 162-32-060 which allows anyone to use the bathrooms, locker rooms and shower rooms that are opposite his or her biological sex if they only allege that they self-identify as the gender of others using the facilities;

Whereas WAC 162-32-040 further prohibits “asking unwelcome personal questions” or “disclosing the individual's . . .gender identity . . .or sex assigned at birth against his or her wishes;”

Whereas it is not possible to objectively determine whether another person self-identifies as transgender or is faking it to gain access to voyeuristic opportunities;

Whereas this law would allow a man, even a registered sex offender, to use a shower or locker room at the same time as a young girl and any effort to determine whether he really self-identified as a female or warn others of the situation would constitute illegal harassment; and

Whereas the American College of Pediatricians has condemned the new gender identification ideology and urges educators and legislators to reject all policies that condition children to accept as normal a life of chemical and surgical impersonation of the opposite sex;

Whereas JustWantPrivacy.org is pursuing an initiative to allow (but not compel) businesses to require patrons to use the private facilities consistent with their biological sex; now, therefore, be it

Resolved, that the Skagit County Republican Party officially endorses the initiative of JustWantPrivacy.org and encourages all to sign and circulate petitions and to financially support initiative efforts.

Supporting Free Use of Public Lands

Whereas the Taxpayers of the State of Washington have paid for public lands

Whereas the Discover Pass is being charged to pay for public Lands already paid for.

Where as public lands including Department of Natural Resources managed lands  have been  restricted from public use.

Whereas even with Discover Pass Department of Resources Managed lands have been closed to vehicles.

Whereas a requirement to have a Discover Pass to access Department of natural Resources Managed lands that have been in  effect closed to vehicles constitutes fraud if done by a private party.

We the members of the Clear Lake Precinct Caucus  resolves that public lands including Department of Natural Resources managed lands should be open to the public  including vehicle traffic and the Discover Pass be eliminated.
