At their Precinct Committee Officer on March 24th, the Skagit Republicans endorsed two potential initiatives that need signatures and funds – I-1380 and I-1366. Please read the descriptions below to find out more about these two worthy efforts.
I-1380: This initiative will provide Representative Distribution of Presidential Electors across Washington State, and remove the State from the National Popular Vote Compact. As a result, each of our 10 Congressional Districts will be represented independently from the other, reserving only 2 Electors to the State-wide winner for the Presidential elections."
This changes the game in Washington State. It profoundly limits the ability of Seattle and King Co to totally dominate the Presidential Election in our state.
Simply put, the FIRST BATTLEGROUND for 2016 happens right here in Washington in 2015.

I-1366: The people of Washington State have voted numerous times to constrain the legislature from raising taxes by requiring that a 2/3rd's majority vote in favor of such an increase. The legislature has refused to abide by that mandate after the minimum two year period of compliance and thereby ignoring the wishes of the voters. .
I-1366 would decrease the state retail sales tax rate on April 15,2016, from 6.5 to 5.5 percent. The sales tax rate would not be decreased if, by April 15, 2016, two-thirds of both legislative houses refer to the ballot a vote on a constitutional amendment that requires two-thirds legislative approval to raise taxes, and majority legislative approval to set the amount of a fee increase.
In other words, if no state constitutional amendment is passed, then the state will lose a penny in sales tax from every dollar spent in the state. Estimates are that loss would be over a billion dollars. Thus the legislature has an incentive to pass a constitutional amendment.
