PROGRAM PRESENTER Bill Cooper MBA, MPA is the current Chair of the First Legislative District Republicans and former Chair of the Snohomish County Republican Party. Bill is also a former University Professor and career police officer (retiring as Chief of Police). He has run for office and has helped PCO's and candidates prepare and deliver their strategy. Bill is a professional speaker and teaches public speaking skills and debate skillls. Bill’s background has been described as being in the top 5% of the most diverse and comprehensive in terms of depth and breadth of experience.
