WASHINGTON: I am fully committed to expose the many problems with our elections systems (please see past Chairman's Corner Newsletters and updates at SkagitRepublicans.com Election Integrity Page). In 2021 in Skagit County SVIP Canvassers found about 1,632 anomalies (a very high percentage of these registered voters voted in 2020 but did not reside at the address) of which about 300 again voted again in the 2022 primary election. Skagit County elections says many of these repeat 300 voters moved and/or are UOCAVA (Uniformed and Oversees Citizens Absentee Voting Act) Voters. Herein lies another huge problem. Why are voters on the rolls if they moved years ago? Also, were you aware that UOCAVA Voters do not have to be in the military?
IN FACT: Nationwide in 2020 63% of UOCAVA tabulated votes were NOT in the military. Also of huge concern is that to be a UOCAVA voter you do NOT have to have a driver's license or social security number, or even a valid residential address. Yes, under current law you can get the ballot emailed and vote via email with no verification of citizenship. This is a massive potential for voter fraud! I.e. in 2020 because of Covid there was a big reduction of American citizens living oversees. To show the magnitude, there were over 800,000 fewer individual tax returns filed by citizens living oversees in 2020 compared to 2016 as Covid restrictions forced many gov. employees to come home, gov. offices closed, embassies closed, businesses closed, etc.

But guess what happened in 2020? The number of UOCAVA votes tabulated somehow INCREASED by 389,000 as compared to 2016, and 268,000 of those increased "voters" (69%) were Non-military. To think that none of these potential fraud issues are in WA State is pure ignorance. OF NOTE: The 2020 UOCAVA Non-Military Votes totaled 573,000, and in Maricopa County AZ 74% of the UOCAVA Votes were tallied for Biden. In Fulton County Georgia a 950 ballot hand count of UOCAVA votes showed 100% went to Biden, 0 votes for Trump, and in Cobb County Georgia 95% of the UOCAVA votes went to Biden. The issue of the Snohomish County 29,000 + list of registered voters that voted in the 2020 election but were not on the list sent to the printer of the ballots is not going away. And Snohomish County Auditor Garth Fell has STILL NOT been able to answer questions about how these individuals received ballots. We have been waiting patiently since February of 2022, and continue to wait. Where is the transparency? Free and Fair elections are guaranteed by the Constitution. How can you have Free and Fair elections without transparency?
There are still seven counties in WA State that are NOT using properly certified election machine voting systems. The Clear Ballot Group 2.1 Voting System software configuration being used by Ferry, Grays Harbor, King, Mason, Pend Oreille, Spokane, Wahkiakum and Whatcom counties were NOT certified for the 2020 and 2021 elections, and are not certified for the 2022 elections according to the Elections Assistance Commission (“EAC”) website, and EAC PRR. This violates RCW 29A.12.080, RCW 29A.12.101, and WAC 434-335-060. There is definitely something very wrong when our elections are somehow allowed to be certified when counties are not using properly certified equipment.
Using uncertified elections equipment, illegally deleting election records, hiding Cast Vote Records, Totalitarian State Administrative Code changes and absurd and ridiculous “Audits” are reflective of a coordinated effort by the Voting Machine Vendors, the WA State SOS, the State’s County Auditors and Mainstream Democrat Operative Media efforts to control our elections, eliminate government transparency and hide the true results of elections from We the People. Under the current structure it is virtually impossible to verify that any election in WA State is in any way legitimate. OREGON: Washington County, Oregon Hears Election Fraud Case. NORTH CAROLINA: A North Carolina State University study found that Google's Censoring Algorithm cost Republican candidates over $2 billion in donations since 2019 by flagging most fundraising emails as spam. Gmail marked less than 11% of left-wing candidates' emails as spam while marking more than 77% of right-wing emails as spam. Article
FLORIDA: Florida First Freedom Alliance (F3A) presented evidence to election officials and law enforcement officers that more than a thousand mail-in ballots were voted from undeliverable addresses in Orange County in the 2022 Aug. 23 primary election.
The group also released evidence alleging that across the state serious irregularities occurred involving thousands of unrequested changes of addresses being recorded on voter registration rolls without the knowledge or consent of the affected voters.
A separate citizens’ group, called the Lake County Election Integrity and Voter Protection Coalition (LCEIVPC), also collected the data from public source information.
F3A spokesperson Christopher Gleason, of Clearwater, says "there are thousands of completely undeliverable vote-by-mail ballots that were later turned in to election officials as legitimately cast vote-by-mail ballots. This is what happens when dirty voter registration rolls result in massive numbers of undeliverable ballots."
The question is, who is voting them?
“There are thousands of people across Florida listed on the voter rolls whose address is flawed with either incomplete or inaccurate information—missing a digit in the zip code, an apartment complex with inaccurate, incomplete, apartment numbers, or none at all, and misspelled words. Small errors. But just enough to render a mail-in ballot undeliverable.
“The whole game is to generate undeliverable ballots—a portion of which are somehow being obtained and voted by somebody else,” the volume of those undeliverable ballots also serves the purpose of muddying the waters, creating confusion, and overwhelming the system,”said Jurski.
After analyzing the July 2022 voter rolls, Jurski’s group informed Florida elections officials that in just one of the state’s 27 U.S. Congressional districts (District 11), nearly 60,000 residential addresses were in need of updating and correction.
The group found over 30,000 residential addresses that were designated by the United States Postal Service as undeliverable.
Jurski stated there were thousands of address splits in which voters had their addresses temporarily altered in 2020 and that the practice continues today. “Performing the switch is how an unauthorized actor could get a person’s mail-in ballot without his or her knowledge. “This may be why there are so many obviously faulty addresses kept on voter registration rolls and may also explain the experience reported by many in-person voters who showed up at their polling places to vote on election-day and were told by the election worker they had already voted." Jurski said.
“Thousands of these ballots are being voted by someone—then just in time for the election, the addresses are electronically switched back, making the scheme all but undetectable by local election officials. This is classic identity theft,” alleged Jurski.
He explained that the voter’s name, ID number, house number (but not his street name), and all other information in his voting records remain the same on the registration rolls, and said the switches are done in low volume over a wide area of jurisdictions, and that there is less such activity during primaries because fewer votes are needed to impact the outcome of races than in general elections.
“Many elections in Florida are decided by less than one percent or even by just a handful of votes, so the situation is very concerning,” and said a citizens’ canvass of 12th Street in the city of Clermont in Lake County, conducted on Aug. 27, just days after Florida’s Aug. 23 primary election, found residents completely unaware of a switch that was made to their voter registration records. Without their knowledge, request, or assent, all of the 12th Street voters surveyed had their addresses electronically changed to say Red Belly Road and then changed back again weeks later." Article

Election Worker Charged With Two Felonies Over Alleged Voting Equipment Tampering. A volunteer election worker in Michigan has been charged with two felony charges after allegedly inserting a personal USB drive into a precinct computer during the 2022 Aug. 2 primary. Kent County prosecutor Chris Becker announced he charged James Donald Holkeboer with falsifying election records and using a computer to commit a crime in the incident. ICYMI: Georgia County Using Dominion Machines Adds Vote Between Nov 3 Count and Machine Recount
Election officials remove 65,000 Georgia residents from voter rolls under a new 2021 Georgia law. A majority of Americans are experiencing distrust in our elections. What should be simple counting machines are hidden behind extravagant coding, “intellectual property” claims, and ownership by complex private equity firms. The federal government hasn’t updated their guidelines for these machines and their “security” since years before the iPhone was in existence. And now we find out that one federal agency may actually be fabricating documents to cover for their inadequacies. These machines must go!
The Elections Assistance Commission (EAC) did not have a valid accreditation certificate for voting machine testing laboratory Pro V&V prior to the 2020 election. This has been disclosed in numerous court cases and testimony to state legislatures. Yet, somehow, they seem to ignore this incredible fact. GP reported on this while also talking about the conflict of interest that exists, with these “testing labs" being paid by the companies they are “testing” for.
Last month a new discovery was made by citizens investigating the corrupt 2020 election that was riddled with fraud, violations of state and federal laws, chain of custody violations, and destruction of evidence. Citizen investigators Kevin Moncla and David Cross discovered that not only was Pro V&V not properly accredited, the coverup to make it seem like they were, involved the falsification of documents by EAC Testing and Certification Director, Jerome Lovato.
According to an official complaint submitted by Moncla and Cross to the Georgia State Elections Board in August, their investigation “has uncovered evidence which calls into question, not only the validity of Georgia’s voting system certification, but the accreditation of the Voting System Testing Laboratory, and the credibility of the EAC itself.” Article

Lawmakers made explicit statements that race motivated this law. They aimed to increase the voting power of Asian and Hispanic voters at the expense of black voters. In the US, you cannot enact election procedures with a racial motive. New York City is being sued to have the law declared unconstitutional. Since, a federal lawsuit was filed against the New York City Board of Elections. Complaint says that the city’s law allowing foreign citizens to vote in municipal elections violates the 15th Amendment of the U.S. Constitution and the Voting Rights Act. Video

‘Zuckerbucks 2.0’: Lawmakers Eye Private Money to Get Out Vote in Milwaukee Elections
TENNESSEE: In a podcast former Sandia National Laboratories engineer, Jeffrey Lenberg, who developed satellite systems and tested software for the U.S. Department of Energy, appeared on the “Conservative Daily” podcast to discuss the EAC report on Dominion’s “erroneous code” in Williamson County, Tenn and a ballot scanning anomaly discovered in Coffee County, GA. Lenberg showed a report entitled, “Dominion Voting Systems D-Suite 5.5-B” which was released on March 31, 2022, after an anomaly was observed in Williamson County, Tennessee during a municipal election held on October 26, 2021, regarding Dominion’s Image Cast Precinct (ICP) tabulators.
“There was some very bad misbehavior of the equipment that was found only because a poll worker was keeping a tally on a post-it note,” Lenberg told Conservative reporter Brian Lupo.
“They noticed that the ballot count on the machine didn’t match what they put in the machine. It was missing many ballots that they knew went into the machine. So they raised the alarm,” he continued.
After further investigation, the election officials discovered that 7 out of 18 machines had this same problem where a large number of ballots were fed through the tabulator, but not reported as counted when they closed the polls.
The State of Tennessee ran its own investigation and was able to repeat the problem so the Election Assistance Commission (EAC) and the two accredited entities that test voting machines, Pro V&V and SLI Compliance, were brought in to run an investigation on January 19, 2022.
Lupo commented, “Which by the way is a huge conflict of interest because they already paid them and they certified it. So if there is anything wrong with these machines, they’re complicit.”
Lenberg, who has published reports on voting machine vulnerabilities, agreed that independent analysis was necessary and said, “During their testing, they could repeat it. They saw the same sort of bizarre behavior where you put ballots in and a bunch of them just get rejected and don't get counted. The EAC, Pro V&V, and SLI Compliance were able to repeat the problem, but they were not able to figure out the cause of the anomaly so they called Dominion Voting Systems. Right there is a problem. What do you do? Well, what you do is you go get some independent experts or your own team and dig deeper until you find out the cause of the anomaly. You don’t just say we couldn’t find it so we asked Dominion to look at it,” Lenberg said.
He continued, “How can you have the voting machine company figure out if there is a problem with their system or not? There's a huge conflict of interest. 43% of American voters use voting machines that researchers have found have serious security flaws including backdoors. These companies are accountable to no one. They won’t answer basic questions about their cyber security practices and the biggest companies won’t answer any questions at all. Five states have no paper trail and that means there is no way to prove the numbers the voting machines put out are legitimate. So much for cyber-security 101… The biggest seller of voting machines is doing something that violates cyber-security 101, directing that you install remote-access software which would make a machine like that a magnet for fraudsters and hackers.” Article

ALASKA: Ranked-choice voting is a scheme to keep politicians in power. Ranked-choice voting is a scam where voters rank candidates before an election. If no candidate gets 50 % according to voters' first choices, then the voters' second choice is taken into account to decide the winner.
For example, pretend one candidate receives 42 % of the vote, another gets 41 % , and a third candidate gets the rest. No one reaches 50 %-plus one according to voters’ first choices. So, the third candidate’s votes are thrown out and reallocated. It is a confusing, complex system designed to help some politicians at the expense of others and to justify the use of voting machines, which have proven to be subject to vulnerabilities and possible manipulation.
Here’s the worst part: Voters are denied the right to vote for one of two finalists in the head-to-head race. Ranked-choice voting ultimately protects establishment candidates with high name recognition. Consider Alaska. In 2020, the state passed a ballot measure to enact ranked-choice voting. Project Veritas caught campaign staff members of the incumbent U.S. Senator Lisa Murkowski (R-AK) taking credit for changing to ranked-choice voting to help her re-election.
Josiah Nash, Murkowski’s campaign interior coordinator was caught on camera saying “Between you and me, Ballot Measure 2 was actually created because they wanted Lisa to get re-elected.”
The senator’s campaign coordinator, Emma Ashlock also said, “While we were working on Ballot Measure 2 and voting for Ballot Measure 2, we had Senator Murkowski in mind the whole time. Ranked-choice voting was put in place to help Murkowski win."
Ranked-choice voting manipulates the political system. It denies voters the right to vote in the real true election — the choice between the two finalists. In a ranked-choice system, voters never cast a ballot in the real head-to-head final contest. Article

Facebook CEO Mark Zuckerberg, his wife and three voting rights groups were hit with legal complaints alleging malfeasance related to activities surrounding the 2020 election - Zuckerberg's alleged actions were 'beyond disgraceful,' the Center for Renewing America (CRA) said. The CRA filed two complaints — the first against Zuckerberg and his wife Priscilla Chan, and the second against the group's Center for Tech and Civic Life (CTCL), Center for Election Innovation and Research (CEIR) and National Vote at Home Institute (NVAHI) — with the Internal Revenue Service (IRS).
The complaints say Zuckerberg and the 3 groups were involved in a scheme to inject nearly $500 million into the 2020 election in order to "throw it" to Biden, "winning" key swing states Arizona, Georgia, Michigan, Pennsylvania and Wisconsin.
Zuckerberg hired former Obama campaign manager David Plouffe to spearhead the effort, according to the CRA. Plouffe allegedly funneled most of the hundred-million-dollar grants from the couple to Democratic-leaning jurisdictions in swing states via the three tax-exempt voting rights groups ahead of the November 2020 election. Republicans Attempt to Crack Down on Mail-in Voting Ahead of Midterms
With less than a month to go before the midterm elections in November, a number of Republican-led states are attempting to crack down on mail-in voting, and other practices that are known to be vulnerable to widespread fraud.
The Washington Examiner reports that 18 states thus far, mostly led by Republicans, have enacted limitations of some kind on mail-in voting. Some of the measures include requiring extra voter ID or reducing the timeframe during which a voter can request mail-in ballots. Meanwhile, 22 states, mostly run by Democrats, have increased their access to mail-in voting.

House Passes Liz Cheney’s Trojan Horse Elections Bill Enabling Democrat Takeover Of The Ballot Box" The Presidential Election Reform Act, or HR 8873, passed in the house chamber in a 229-203 vote, with nine Republicans voting alongside Democrats in the days, according to the Washington Post.
The bill, which was written by RINO Wyoming Rep. Liz Cheney and Dem CA Rep. Zoe Lofgren, specifically invokes the Capitol riot on January 6, 2021 and President Trump as reasons that the Electoral Count Act of 1887 should be amended, saying "to prevent other future unlawful efforts to overturn Presidential elections and to ensure future peaceful transfers of Presidential power."
The bill states: no person acting under color of law shall willfully fail or refuse to tabulate, count, or report any vote that is timely cast and is otherwise valid under applicable State and Federal law; or certify the aggregate tabulations of such votes or certify the election of the candidates receiving sufficient such votes to be elected to office.
In addition, the law affirms that the sitting Vice President would have no role in the process beyond being a figurehead, barring them from changing the results, a measure that references Trump’s push to have Pence reject electoral votes on January 6.
This is totally unconstitutional, but for sure the role of the VP in all this is the Legislative Branch interfering in the Executive Branch's constitutional role in elections. Since the VP is also president of the US Senate, it's the House interfering in the Senate's operational structure. The Constitution grants states primary authority over federal elections, but H.R. 8873 woulake away state sovereignty and the Governors’ lawful authority. Further, it would grant Congress unprecedented authority to interpret states’ laws, opening the door to mass litigation.

It was recently disclosed that U.S. Customs and Border Protection (CBP) agents intercepted 19,888 fraudulent drivers’ licenses at the International Mail Facility (IMF) at Chicago O’Hare International Airport in the first half of 2020 alone. Between Jan and June 30, officers at the IMF seized 1,513 shipments containing fraudulent documents including 19,888 fake licenses, the CBP indicated in a July 27 press release. CBP said most of the seized documents came from China and were bound for neighboring states. In addition to shipments from China and Hong Kong, license shipments also came from South Korea and Great Britain. CBP noted some of the fake licenses going through the IMF facility, bound for Michigan, actually had working bar code strips.
Customs and Border Protection seized fake driver’s licenses with working barcodes. “These counterfeit driver’s licenses can lead to disastrous consequences,” Ralph Piccirilli, Acting Area Port Director, Chicago said in a statement accompanying the CBP press release. “Criminal organizations use these counterfeit IDs to avoid attracting attention to their illegal activities. Our CBP officers were able to identify these very realistic counterfeits and stop them from reaching their destinations. These fraudulent identity documents can lead to identity theft, worksite enforcement, critical infrastructure protection, fraud linked to immigration-related crimes such as human smuggling and human trafficking, and these documents can be used by those individuals associated with terrorism to minimize scrutiny from travel screening measures.” Voter Fraud is obviously a concern. We await the next chapter in the ongoing legal saga between the Biden Justice Department and Donald Trump. Federal Judge, Terry A. Doughty, in the U.S. District Court in Louisiana ruled that the federal government cannot require Head Start program teachers, staff, or volunteers to be vaccinated against Covid-19 or to wear masks.
Doughty’s order “permanently enjoins the vaccine and mask mandate in 24 states,” a release from the Liberty Justice Center reads.
This impacts 280,000 teachers, staff, and volunteers.
In his ruling, Doughty wrote, “The public interest is served by maintaining the constitutional structure and maintaining the liberty of individuals who do not want to take the COVID-19 vaccine. This interest outweighs Agency Defendants’ interests. The public has a liberty interest in not being required to take a vaccine or be fired from their jobs. Texas border town requests refrigerators to store migrant bodies after drownings overwhelm mortuaries - Migrants' bodies are pulled from the Rio Grande daily, fire chief says EAGLE PASS, Texas – The surge in migrant drownings in Eagle Pass has "overwhelmed" local mortuaries and funeral homes, requiring the border town's fire department to request refrigerators to store bodies, the agency's chief told Fox News.
"There are so many bodies being recovered that the morticians are asking for assistance," Eagle Pass Fire Department Chief Manuel Mello III, said. "I had never seen so many drownings like we're seeing right now."
"We do a body recovery daily," Mello continued. "It's very traumatic for my personnel."

The Del Rio area had more than 49,500 migrant encounters in July alone — more than the city’s entire population of just over 34,500 people. IMPORTANT UPDATE: Unfortunately Skagit County Sheriff Don Mc Dermott (D) will not make our meeting on Saturday. Sheriff McDermott reached out to me a few days back and said Cody Hart (who identifies as a Republican) is publicly attacking him saying Don will be going to jail, etc. He apologized and said he is available for one-on-one meetings, but his campaign is recommending that he does not do Republican events in 2022. The Whatcom County Sheriff also contacted me about Cody saying Cody recently broke the law by recording a meeting with a body camera on with Skagit Elections Supervisor Gabrielle Clay (without her knowledge). Because of these and other troublesome and illegal actions (calling and publicly attacking Skagit 911, illegally recording conversations with the WA State SOS office, etc.) Cody Hart is no longer welcome at the SCRP office in Burlington.
